Further if you are freindly with most civs, you can denounce the tourism heavy opponent which will convince your friends to denounce them as well (this is more effective than you might imagine!). First you can try to limit the spread of their religion. Meanwhile you also have to watch out for your opponent's tourism, and there are a number of ways you can combat it. Obviously, this is much more difficult to do if you war monger - open borders generally cannot be obtained with someone who has denounced you and your trade routes can be plundered by enemy units. So if you want to win a cultural victory, you really should be doing everything in your power to make sure that these positive modifiers are in effect with every opponent civ. Later in the game there are more modifiers possible but this just gives you the idea. You receive a 25% bonus to your tourism with a civ if you a) have a trade route with them b) have open borders with them and c) share a common religion. The emphasis was added because you accumulate tourism with different civs at different rates. The way that you become influential over an opponent is by generating more tourism with that particular civ than they have produced culture on their own. In particular, you have to become "influential" over all the other civs in the game. Just in case you are not familiar, in BNW you can only achieve a cultural victory by accumulating tourism, which is generated by "great works" through various great people. This process of "astounding the world with your culture" seemed a little goofy to me in that you could be at war with every other civ for the length of the game and still win through culture. In G&K and vanilla, winning a cultural victory was just a matter of snagging as many culture boosting wonders as possible and waiting to fill out your social policy trees. The introduction of tourism was one change that made the game much more interesting for me.
